The project building is called the Las Flores Administration Building, and is the new construction of a 4,998 SF single story office building. The building is owned, managed and occupied by the Marine Corps, and was a Design/Build project, managed by the Navy Facilities Engineering Command (NAVFAC). Three aspects that highlight the team’s effort to create a sustainable project include Water Conservation, both inside and outside the building, the Renewable Energy system on the roof, and the efforts taken to ensure all regularly-occupied areas have Views to the outdoors.

P-104 Communication/Electronic Maintenance Shop

Located at the Marine Corps Base at Camp Pendleton, California, the P104 Consolidated Comm/Elect project is a single-story high bay communications/electronics maintenance shop, including classrooms, 148 uncovered parking spaces, and storage for 50 tactical vehicles. The design of the building achieves enhanced energy performance, increased indoor air quality and water efficiency, and features low VOC (volatile organic compounds) materials and high efficiency plumbing fixtures.

Storm water is filtered through a series of filters and bioswales, which remove suspended solids and improve the water quality leaving the site. Native and adapted plants were selected for the landscaped areas of the project. Inside the building, over 40% water savings were achieved by using low-flow plumbing fixtures. 93% of construction waste materials were diverted from landfills by carefully monitoring project waste, separating on-site, and sending materials to the appropriate recycling facility.

Repair Training Building 730

Located in the Lemoore Naval Air Station near the town of Lemoore in Central California, the Repair Building A #730 project is the renovation of an 82,637 sf single story office building.

The design of the building achieves enhanced energy performance, increased indoor air quality and water efficiency by utilizing a smart lighting design, low VOC (volatile organic compounds) materials, and high efficiency plumbing fixtures.

Point Mugu Community Center

The Point Mugu Community Center is a 8,074 square foot building located in Point Mugu, CA.  The center provides fitness facilities, park areas, and meeting rooms for individuals and families living in the adjacent military housing community.  The community center was constructed, owned, and operated by San Diego Family Housing, LLC in partnership with the Navy over a 50 year lease term.  It was designed by Architects Torti Gallas and Partners to reflect the Spanish architecture historically found in California, and to match four other community centers built by Clark Realty Capital and Lincoln Properties.

Construction of the complex consists of a 50m by 25m outdoor training tank, 7.62m dive tower with lighted concrete pool deck, and a single-story masonry and steel pool building with an attached mechanical equipment building. This single-story, child development center is designed to create a welcome and secure environment for children and families. Connectivity between the existing and new facilities is provided by exterior covered walks, which feature curved fascia lines to give visual interest and stimulate children’s imaginations. Each activity room pens directly to the outdoor playgrounds.

China Lake Clubhouse

 Architects Torti Gallas and Partners, in conjunction with Clark Realty Capital and Lincoln Properties, have created a 3,255 square foot community center located in China Lake Station, California.  Nestled among 192 existing family homes, the center provides fitness facilities, park areas, and meeting rooms for individuals and families living in the adjacent military housing community.  Designed to reflect the Spanish architecture historically found in California, the China Lake Community Center was designed and constructed to strict environmental building standards to achieve LEED Certification.


The China Lake community was originally constructed in 1944, with further development in 1964, to provide housing to military families serving Naval Air Weapons Station China Lake.  Under the Navy’s 1996 Public Private Ventures program, the community is currently being revitalized to include the renovations of 192 single family housing units and supporting infrastructure on the site.

Catalina Heights Navy Center

The Catalina Heights Community Center is the first LEED New Construction-rated project completed by San Diego Family Housing, LLC at Naval Base Ventura County. It is a product of a public-private partnership between Lincoln Property Company, Clark Realty Capital, and the Department of the Navy to own, operate, rehabilitate, and maintain the existing 1,232 homes onboard Naval Station Ventura County, as well as develop and construct 315 new homes at Catalina Heights.

Architects Torti Gallas and Partners in conjunction with Clark Realty Capital and Lincoln Properties have created a 6,540 square foot community center located in Camarillo, California.  The Community Center is centrally located within a new residential development containing 315 new single and multi-family homes for military personnel stationed at Naval Base Ventura County.

Designed to reflect the Spanish architecture historically found in California, the Catalina Heights Community Center was designed and constructed to strict environmental building standards to achieve LEED Certification.
